​AT&T Project Cardinal Kings Mountain, North Carolina 2012-2013

In 2012 Carolina Wetland Services, Inc. was contacted by AT&T’s project engineer, CEI, to assemble a team to provide wetland delineations, permitting, mitigation design, and construction services for a large Data Center on a 130-acre green field site in Cleveland County, North Carolina. CWS completed a delineation of on-site jurisdictional waters. By working closely with the U.S. Army Corps of Engineers (USACE), North Carolina Division of Water Quality (NCDWQ), and the design engineer, CWS was able to complete Section 404/401 permitting for the project under Nationwide Permit No. 39, thus avoiding an Individual Permit and alleviating the additional time and expense commonly associated with a project of this magnitude. Due to the impacts associated with this project a significant amount of compensatory mitigation was required. CWS was able to provide AT&T with a turn-key on-site mitigation solution. This solution included the restoration of over 1,000 linear feet of on-site perennial stream channel, preservation of remaining on-site streams and wetlands, and invasive species removal. CWS’ multi-disciplinary staff provided every aspect of the mitigation program including existing conditions analysis, mitigation plan development, stream restoration design, and construction management. CWS selected and retained all sub-contractors and was solely responsible for day to day operations and restoration oversight. Project Cardinal was completed on time and within budget.

Gaston Mall – Target Center Gastonia, North Carolina 2010-2012

Carolina Wetland Services, Inc. worked with Woolpert on this stream relocation project in Gastonia, NC. The project involved the redevelopment of Gaston Mall into the largest Super Target store east of the Mississippi River. The project necessitated the relocation of 1,600 linear feet of Duhart’s Creek. CWS provided multiple services on this project including: Stream geomorphic assessments; biological sampling, natural channel design; jurisdictional delineation; Section 404/401 individual permitting; USACE NEPA Environmental Assessment; mitigation planning and design; invasive species identification and control; plant installation; bioengineering installation; matting of stream banks; construction oversight; and agency coordination. The project included the design of over 2,600 linear feet of perennial stream channel, and over two acres of wetland creation and enhancement. CWS had construction oversight on the stream and wetland restoration portion of the project. A grading sub-contractor was selected and supervised and in-house crews installed erosion control measures and vegetation. Gaston Mall-Target Center was completed on time and within budget.

Waverly/ Marlwood Pond and Dam Improvement Project (PDIP) Charlotte, North Carolina 2013

The Waverly/Marlwood PDIP project is located in the Waverly and Marlwood neighborhoods in northeastern Charlotte and is approximately 130 in extent. CWS Scientists delineated approximately 6,819 linear feet of intermittent/perennial stream channel and 6.13 acres of jurisdictional wetlands.

Chestnut Connector Indian Trail, North Carolina 2012-2013

The Chestnut Connector project is located in Indian Trail, NC, southeast of Charlotte. A new connector road is proposed to be constructed to connect Highway 74 to Old Monroe Road to alleviate traffic on Indian Trail Road and to bypass downtown Indian Trail. The Town of Indian Trail contracted CWS, Inc. to provide 401/404 permitting services for the connector road and road improvement project.

​Westchester Park High Point, North Carolina 2013

The Westchester Park project is approximately nine acres in extent and located in High Point, NC. The City of High Point proposed to build a park at this location and contracted CWS, Inc. to complete a preliminary field investigation of jurisdictional waters. CWS determined that there was approximately 5,011 linear feet of intermittent/perennial stream channel and 0.54 acre of wetlands on-site. The City of High Point was able to use this data to avoid impacting jurisdictional waters during the design phase of the proposed park.

Piper Station Drive Rezoning Charlotte, North Carolina 2012

Carolina Wetland Services, Inc. is contracted to determine the presence or absence of jurisdictional waters on land parcels that may be rezoned. Zoning regulations are the rules that determine how parcels of land may be used. CWS completes site visits and writes summary of findings letters to satisfy the City of Charlotte’s rezoning requirements.
